This monograph presents revolutionary ideas in physics and cosmology based on improvements in the physical concept and mathematical model of relativistic time. A previously unmodeled relativistic effect, transverse gravitational redshift (TGR), is predicted and has been measured within the Solar System. The previously unexplained center-to-limb variation of solar wavelength and the marked excess redshift of white dwarf stars already confirm the validity of this quantitative predictive theory, which can be further verified at low cost by various additional tests. Of broad interest to a wide audience, it is shown that the observed redshift of distant galaxies is due to a related spatial-temporal relativistic effect and not to the widely accepted but unlikely accelerating expansion of space.
