This book examines the question of how to deter a non-state actor using terrorism.
The volume argues that current research on deterring terrorism is unable to find strong cases of deterrence success because it uses a flawed research design which does not capture the longitudinal dynamics of the process―the effects the need to resolve the credibility problem has on stability at different stages of the terrorist organizations’ life cycle. So far the focus of inquiry in the literature has been on the tactical elements of a state’s counterterrorism strategy instead of the actor’s grand strategies―attrition instead of quick decisive victories. Thus, existing studies expect the cumulative effects of the tactical manipulation of costs to convert somehow at some point to strategic success, failing to explain the correct causal mechanisms driving the action-outcome link leading to success. By using tactical punishmen-and-denial strategies, states fall into a different kind of deterrence trap - they focus on the tactical manipulation of costs instead of on the defeat of the VNSA’s (violent non-state actor’s) strategy, engaging in a war whose logic is attrition and enabling the VNSA to impose its logic on the conflict.
To shed a different light on these issues, this book focuses on ethno-national terrorist campaigns where the stakes are high and the balance of resolve favors the challenger - territory and national identity. Thus, deterrence theory is tested in difficult cases in which challengers and defenders are highly resolute to attack and defend. The methodology employed is primarily in-depth process tracing to track how deterrence actually works over time in enduring rivalries, and comparing the observations with the theoretical and empirical findings from other kinds of deterrence studies. The case studies vary on the dependent variable, some ending in success while others in failure, as well as on actors and geographical regions, generating greater confidence in the causal mechanisms leading to the particular outcomes. The role deterrence plays in ethno/nationalist campaigns is examined in six cases: Israel-PLO, Israel-Hamas, Russia-Chechnya, United Kingdom-Irish Republican Army, Israel-Hezbollah and Turkey-Kurdistan Workers’ Party. This book will be an important theoretical contribution to our understanding of the working of deterrence, enabling policy makers to more reliably use deterrence as a conflict management tool.
