This is the first academic study of semi-presidentialism in emerging democracies outside of Europe.
Semi-presidentialism has suffered from a lack of agreement on its exact definition. The listing of countries considered semi-presidential has often been idiosyncratic, as a consistent definition of what is a semi-presidential regime has been lacking. The introductory chapter includes a discussion of what is semi-presidentialism and where it is found across the world. A theoretical chapter discussing the advantages and disadvantages of semi-presidentialism provides the theoretical framework for a series of country chapters presented in the second part of the book, addressing how the actual political processes and the effects of this regime type compare to salient theoretical claims.
Written by country/area specialists, the case studies highlight the political processes at work in young semi-presidential democracies. Including both successful and failed cases, in terms of democratic survival from each region (Francophone Africa/Haiti, Lusophone Africa, former USSR/Mongolia, Asia), with a few cases located somewhere in between. The countries considered successful are: Madagascar, Taiwan, Mongolia, Moldova, South Korea, Timor Leste (though this may be more of a mixed case). Failed cases include Niger, Haiti, Guinea Bissau, Kyrgyzstan. Mixed cases comprise Sri Lanka and Mozambique.

This is the first academic study of the impact of semi-presidentialism in emerging democracies outside of Europe. Semi-presidentialism is where there is both a directly-elected fixed-term president and a prime minister who is responsible to the legislature. For the most part, semi-presidentialism is seen as being a risky choice for new democracies because it can create potentially destabilizing competition between the president and prime minister. And yet, there are now more than fifty semi-presidential countries in the world. Moreover, many of these countries are in Africa, the former Soviet Union and Asia, often in places where democracy has yet to establish a firm foundation.
