For many years the constitutional state has been subject of constant changes which are expedited by the renewed 'struggle against terrorism'. These changes affect the fundamentals of constitutionality itself. The Arbeitsgemeinschaft europäischer Rechtsethnologen (AGERE) took this occasion to put the question of the future of the constitutional state on a conference at the University of Rostock in 2002. The articles collected in the present work allow an insight into this discussion. They come from political and law scientists, criminologists and philosophers, scientists of African Studies and social anthropologists, scientists of Islamic Studies and sociologists. They inform about the development of constitutionality in many parts of the world - from the European Union to the West and East African countries up to Indonesia and West Sumatra. The answers to the question of the reorganisation or the end of constitutional liberties are manifold and varied. In total they make clear that the bases of the constitutional state are severely endangered, not only in the extraeuropean world but also in Europe. The articles also offer important impulses for the present-day debates on terrorism, development politics, the Islamic world and the European Union.
