From these unlikely beginnings grew a sophisticated organisation that ran extensive spy networks behind German lines during the First World War and later intervened in Soviet Russia with telling effect. His legacy included not only an ethos that survives within the Secret Service to this day but the use by all his successors of his green ink and famous 'C' signature, as well as a reputation for eccentricity and flair gained by such antics as his sticking paper knives in his wooden leg and travelling the corridors of Whitehall on a scooter.
